Like many other regions, Japan has witnessed a significant number of people joining the gambling sector. And this is mainly because of the increasing number of online casinos, which allow players to access gambling experiences from anywhere at any time.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But as much as the popularity of&nbsp;<a href=\"https:\/\/zamsino.com\/jp\/japan\/\" target=\"_blank\" rel=\"nofollow noopener\">online casinos in Japan<\/a>&nbsp;has made gambling more convenient, there is a growing need to regulate this sector. Consider offshore operators, for instance. Interacting with these companies can be risky because local governments do not restrict them, exposing players to potential fraud.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/amina-images.bazoom.net\/images\/oIMokJKQ\/a771e7de-1f27-42bb-9117-9e834d8c2686.png\" alt=\"-\" title=\"-\"><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Thankfully, the Japanese government seems to understand these risks and has recently enacted a law to ban all forms of online <a href=\"https:\/\/www.scaleo.io\/blog\/10-ways-to-optimize-your-casino-advertising-campaign\/\" title=\"casino advertising\" data-wpil-monitor-id=\"29879\" rel=\"dofollow\">casino advertising<\/a> and affiliate referrals targeting the country\u2019s players. While this law, which was passed on June 18, 2025, doesn\u2019t criminalize gambling participation, it aggressively targets the ecosystem that promotes and enables access to foreign platforms.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What could have inspired the move?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Can you imagine that over 3.3 million Japanese citizens have gambled on an illegal website? This led to the government losing more than one trillion yen in just one year. For a country like Japan facing a lot of developmental needs, this figure is no joke. Therefore, seeing it work hard to regulate the gambling industry actually makes sense.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Japan, you are not allowed to gamble at an unlicensed online casino, even if it is licensed elsewhere. It\u2019s no wonder the government asked regions like Canada and Gibraltar to deny Japanese citizens access to their licensed platforms just a few weeks after passing the law. Japan has also urged platforms operating in these regions to eliminate Japanese-language options from their interfaces and include clear warnings notifying users that gambling is illegal in the country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This comes at a time when the country recently developed a three-year plan to fight the widespread issue of gambling addiction. Kyodo News conducted a study among 500 Japanese players and found that 60% have a gambling addiction, while 46% have ever fallen into debt because of the practice.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In another surprising finding, playtoday.co noted that this country\u2019s gamblers spend $200 billion on Pachinko alone yearly. That\u2019s 30 times Las Vegas\u2019 annual gambling revenue, further highlighting the prevailing need for implementing measures that can help minimize addiction.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What does the law prohibit?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">For years, Japan has walked a tightrope when it comes to online gambling. Although land-based casinos are slowly being ushered in under the Integrated Resort (IR) initiative, the online space has remained a gray area. In fact, according to the old law, there were no clear guidelines about online casino establishments in the country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, in the new law, things are clear as the government completely outlaws starting or operating online casino sites or apps. After these changes fully come into force, affiliate marketers will lose their golden goose, as the laws directly prohibit affiliate referrals funded by foreign casinos targeting this country\u2019s players.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Did you know that although many players initially access digital operators to engage in free games, about 75% eventually end up betting with real money? According to officials, these new regulations will minimize the visibility of online platforms, especially affiliate companies, leading to reduced user traffic. &nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here is a list of more specific areas the law targets:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Every digital marketing ad linking to offshore websites<\/li>\n\n\n\n<li>Every social media post supporting foreign platforms<\/li>\n\n\n\n<li>Comparison and ranking websites<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Will the law really work?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">For the new regulations to achieve their desired results, there are several things that the government should do, such as public awareness. Just recently, an agency published a report claiming that only four in ten players knew offshore gambling was illegal. Surprisingly,&nbsp;<a href=\"https:\/\/www.japantimes.co.jp\/news\/2025\/06\/18\/japan\/crime-legal\/online-casinos-advertising-ban\/?utm_source=chatgpt.com\" target=\"_blank\" rel=\"nofollow noopener\">the awareness<\/a>&nbsp;is relatively low among players in their 20s.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The government is resolute about its plans and has confirmed intentions to distribute about 100,000 leaflets to help improve public awareness. Another challenge Japan has to address is how it will punish offenders because no penalties or criminal fines have been attached to non-compliance. A good number of people may never stop doing something unless the fear of doing it is introduced.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Remember, offshore gambling sites can offer very lucrative bonus perks. And since most players love such features, stopping them from interacting with these websites becomes an uphill task. Besides that, these unregulated platforms are popular for their quick adjustments to contemporary shopping behaviors, making them a top priority for many players. Considering these factors, it may be difficult for Japan to discourage players from offshore gambling without attaching criminal fines to non-compliance.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What\u2019s next for Japan?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Part of the things Japan is thinking of doing is blocking foreign operators. Think of it as authorities auto-detecting prohibited ads and blocking them in real time. This has, however, raised questions of whether the authorities will be infringing upon the constitutional right to privacy in communications.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Internet Hotline Center, acting under the direction of the National Police Agency (NPA), is getting ready to label offshore <a href=\"https:\/\/www.scaleo.io\/blog\/10-tips-for-creating-content-for-gambling-casino-affiliate-sites\/\" title=\"gambling content\" data-wpil-monitor-id=\"29880\" rel=\"dofollow\">gambling content<\/a> as illegal information and will begin sending formal requests for its removal. In preparation for the law\u2019s implementation, the agency also intends to release a detailed set of guidelines clarifying what it will consider a breach.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">You can also expect to stop seeing familiar faces in gambling ads. The agency has reached out to talent agencies managing athletes and entertainers who\u2019ve appeared in casino-related advertisements, warning that such appearances could be considered \u201cabetting gambling.\u201d They\u2019ve asked for cooperation in addressing and preventing further involvement in such promotions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rules will kick in fully three months after June\u2019s promulgation, and active monitoring will start. By fiscal 2026, the government will assess the effectiveness of possible legal tightening and probably make some adjustments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Perhaps this move by Japan could be the new future in the global casino industry. Governments are losing large revenue amounts to foreign operators while their citizens continue to struggle with gambling addiction. Of course, one reason a good number of players have found themselves in this challenge is when they see their favorite celebrities in casino-related commercials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This celebrity involvement could give a positive impression of gambling, encouraging participation, which could lead to addiction. In Japan, betting addiction is becoming a serious, making such restrictions necessary.
